If i change the Design template will i have to redo all the links etc on my links page & will i have to do anything with any of the other setings

Changing to a different design will not remove any links you have created within the 'inside headers' page.
Changing design only changes the logged in/out headers and footers, so your links will not get removed (so long as your links haven't been manually added to the logged in/out header/footer section)
